Likely he means supporting the national platform of expanding medicare, which would lower the overall cost of healthcare (it's more efficient/cheaper on the administrative side + out of pocket costs for people are typically lower than private healthcare) while expanding coverage to people who couldn't afford private coverage. That's one place where the ACA fell short- it added options for coverage but was still too expensive for a LOT of people.
