In addition to improving location accuracy, especially, as you say, when GPS signal quality is not good, the cell connection provides drastically faster GPS lock times by providing the GPS almanac data (orbital parameters for the satellites, which are needed to compute position) up front, rather than waiting for the GPS receiver to pull that information from the rather slow satellite broadcast. That and an initial position+time is the what AGPS (assisted GPS) technology provides.
