What are commissioners? When I hear that, my immediate thought is of Gordon from Batman, but I don't think you're talking about police.

Is there anything specific you are trying to simulate within the government, or is it a general sim?

80% of cases at every stage

So, does that mean you end up rejecting 80% at stage one, and then at stage 2 you end up rejected 80% of the remaining 20%, so on throughout each stage? Or is it 40% stage 1, 20% stage 2, 20% stage 3?
