I did a recruiting trip to a few studios and talked to a lot of the 'business folk' behind these decisions. They actually have people with backgrounds in finance use spreadsheet matrices with variables such as cultural trends, political events (uptick in war movies), etc., and they use this to project the ROI of a project. This is one of the primary reasons you see recycling of ideas and sequels; it's not that you're likely to get a big return, it's that there's a strong probability of a predictable conservative return. Then you adjust your budget appropriately and you have a profit. However they still rely on a few 'tentpole' films but they are in the minority because of the unpredictable ROI's.
