Did the program help in rehabilitation? Would you pick the same program again or are there better programs to help getting back to society?

Is there a way to avoid this cycle of violence? Would investing large piles of money by the Western/ rich governments help? I mean would giving meaningful jobs and education to the population help, if so why aren't governments doing that, invest money to build countries than to bomb them and get back. For now they can be crappy handmade baskets that we can buy, building up to I-phone manufacturing plants hopefully.
