Social media is always going to be on the back foot when it comes to responding to the bad ways people exploit their platform. Both YouTube and Facebook have given everyone with a smartphone in their pocket a way to broadcast their live acts of violence and terror for the world to see. Despite all of their vast financial and technological resources they still haven't managed to get ahead of it and it's not clear if they ever will.

Congress hasn't really proven itself to be agile enough to respond to trends in the digital space. Even global tech conglomerates struggle in the cat and mouse game of responding to new threats and shifting criminal strategies.

The government does need to create laws that protect its people and give law enforcement some teeth to combat serious digital crime. How do they do that though without overeaching but also without writing laws that would be almost immediately outdated after being enacted?
