The ACB have to draw the line somewhere, and one of the lines is "implied sexual violence". In Saints Row IV, the offending thing was an alien dildo weapon that apparently you can use to fire giant dildos up the anii of people on the street. The distinction is arbitrary, but I can't be too mad at the ACB for enforcing the guidelines.
