I beg to disagree. The only "developed" country that does this (up to a point) seems to be the UK and does not cover all expected proactive disclosure. Let alone a bloody standard to compare the data across units. I agree on open by default, but unless you happen to be Norwegian https://www.oep.no/ might be a bit difficult to achieve.

Do you think we would be better off if governments were obliged to fill their proactive transparency duties using open data? Would it make sense to enshrine this in a law?
