I think the best (long term) solution to this kind of problem is objective computer based field sobriety testing. Something like a cross between the old VR Nintendo mobile platform and the machines used in medicine for visual field testing (which requires intact reaction time). Designing exactly what the program will require in terms of coordination/reaction time and how best to measure it, and where the "safe" driving cutoffs should be will be a problem, but nothing that complicated.

Marijuana and many prescription drugs dont have a clean dose response/impairment relationship like alcohol does. This should remove the subjective human element and bias out of what currently passes for a "field sobriety test".

Informed consent consists of 3 elements: disclosure, capacity and voluntariness. For disclosure to be properly met the patient/subject must have an adequate comprehension of the intervention/procedure.

A binary label requirement of "GMO/Non-GMO" Is the equivalent of a doctor telling a patient: "there is something other than water in this vial I am injecting you with, there may or may not be risks associated with it, or it may be completely safe, but I can't tell you what is in it other than it isn't water."
