I completely get where you're coming from! I'm actually a graphic design intern working with NASA (not for, but with. It's a consultant position in an applied sciences program) and I run into this problem all the time! It's a little ridiculous how little value is given to design and just making something look appealing. There are a goldmine of incredible images and resources to be used, and I just feel like they aren't being used to their full potential.

Although our "younger" generation looks to the NASA vets for a lot of guidance, we often find that at closeouts and other events, they look to our program for new ideas. Our web designer for the program is an absolute wizard and he's always pushing new innovations with technology. The whole purpose of this push is to figure out how we can get information out there. How can we get people interested in and talking about not only the program, but also the interns and young professionals' research findings?

Right now, we're at a stage where we have the freedom to really refine our image. We're trying to further improve and put visually appealing data out there. That's really the toughest part. As you've said yourself, the material is intrinsically interesting, but the trouble is getting it out there.

I know our one program won't revolutionize the entire NASA design industry, but that certainly won't stop us from trying our hardest to set a good example and connect with today's youth.

*edit: I'd also like to point out that a balance has to be struck between "getting creative" and actually following the standards of NASA design. There are certain rules and regulations that must be strictly adhered to when it comes to designing a range of media, from printed materials to videos and other electronic media. So there isn't a whole lot of room for creativity, but I actually don't mind the style guide rules. They're there for a reason. The problem mostly arises from when people either don't know these rules exist, or just flat out break the rules that have been laid out in the tome of NASA design.
