So I work for a government entity on their recruiting software. Just from hearing the talk around the office, the HR specialists are generally (with a few exceptions) required to hire veterans over more qualified individuals. And woe is they who try and make a case for hiring a more qualified non-vet.
(let me qualify, that this would be for a government position, not contracted positions)

Not to harp on the subject https://www.usajobs.gov/ is what one would need to apply to for non-contracted gov't positions.
