I'm guessing by your response that one report might not do much, but like votes, when the hospital or medical board gets a ton of complaints, yeah they will probably do something.

Doctors are not scientists, sadly. While they might remember some organic chemistry, they dont all have or remember scientific training. That's what MD-PhD degrees are, essentially. I'm not saying a doctor cant be a scientist, but being a doctor doesn't mean you are a scientist. They could have been an English major in undergrad, and just took the required science courses, which for the most part are rote memory or concepts, rather than proper execution of the scientific method in order to discover true information via experimentation (basically research training)

They do the same thing for pharmacists who get addicted to and steal opiates.

I think sadly it boils down to that they want to keep the same people, because there are a limited number of pharmacists with X years experience, and with medical training being 12+ years after high school, the lag time to train new people is massive. If you need someone with a certain specialty AND experience, then it could be up to 20 years training.
