How many inmates have cell phones and are they putting in any sort of reception blockers to counter them?

Between this and getting joy out of making someones day worse than it already is, I would say OP is just as detrimental to the prison system as a the guards who sneak contraband into prisons.

Just because someone follows "Protocol" to a T, doesn't mean are helping better the system.
