At best the European commission has talked about hopefully getting the STANDARDS done by 2020 (http://europa.eu/rapid/press-release_IP-13-159_en.htm) which means a product would at least be a decade out from today. As someone who works in the industry, hardware providers haven't even reached the full benefits of 4G LTE, 4x4 MIMO is just making it out into the field, and 8x8 is still a long ways off, but is delineated in the LTE spec.
