What is the best way to protect yourself and your family if an outbreak were to happen in your city or state?

I started looking for some type of plan of action after I read about people being tested for it here in the United States and realized there does not seem to be much out there. Everyone knows what to do in the case of a hurricane, fire or other disasters, but there isn't much out there about a biological disaster.
