Was the research funding only from the government, or was there private funding as well?

I've always wondered why a company that has a large HR department with what seems to be all the resources they need to find quality candidates on their own...why still use a recruiter? Because recruiters can be expensive. I'm not being a smart ass, I'm genuinely curious. And I'm mainly talking about direct hires, I can see why a recruiter would be needed for temp or contract positions.
