You’re thinking in terms of our technology. IF the universe were a simulation there is no way that systems within that simulation could run that simulation. A universe simulating computer may not be constrained to the same issues that a simulated computer within that simulation would be. (I don’t think there is any evidence that this is a simulation, but the argument that a digital computer as we know them couldn’t do it isn’t a valid argument against it)
