What makes this whole thing any better than brexit?

1. If my problem is a gap that I can't overcome without technology that doesn't exist yet, how do I translate that into a language an ai will understand and how does an ai figure out where it needs to start in order to create that technology for me? How do you force an ai to have an idea?
