Well, the issue with that is that we are often requested to assist. Look at Libya, for example. We did not just rush in there without warning. We were asked repeatedly.

As for the bases in other countries, that goes to treaties. We have treaties and agreements with other countries that allow us to put bases in their country in exchange for something. Most often it is defense or more favorable trade options.

We did not just plop a base down in Iran or Iraq. I am not even sure what you are trying to say about that.

Tl;Dr The reason we have bases in most of Europe is because we have treaties or agreements with most of Europe.
