The ODA system is relatively new, but is absolutely required to allow the FAA to delegate certification activities to representatives within the OEMs to prevent massive backlog from crippling the federal authority. The company-internal designee are placed in a position with inherent conflict of interest, balancing responsibility for an object analysis of the system with the schedule and cost pressures placed on their employers. Do you feel this system was one of the root causes of this situation? If so, do you see any indication the FAA sees this as a warning sign that changes to the ODA program will need to be made to prevent future occurrences?

ODA designee are the aerospace equivalent of Professional Engineers in the civil realm, but they are not held to the same level of scrutiny and regulation. I think this industry may need to reevaluate the idea of mirroring the more established industry standards.
