I'm not weighing in on this issue politically.

How exactly does one differentiate an American company with a U.S. mailing address, a company with a U.S. branch, a multi-national company, a company like Crystler, etc?

I understanding blocking protocols wholesale is a no-no, but what do you think about bandwidth shaping? As somebody who has worked in IT, I can sort-of understand the desire, and if it is done reasonably I can empathize.

I got a letter from RCN a few years ago -- from their CTO actually -- explaining how they would throttle seeding P2P traffic but not downloading P2P traffic. He explained that if people kept their ratios at 1.0, it wouldn't be a problem. But, people just leave their BT clients running non-stop, and this can hammer their upload.
