There are techniques that are actually cheating (e.g. peeking under the blindfold during a blindfolded solve) which have gotten people banned, but afaik there haven't been any techniques considered "borderline cheating" that have been banned. Stickerless cubes were banned for a while because it was thought that they gave you an unfair advantage, but that's no longer in effect.
