Which is why most people think their member of congress is a good one, and the rest are all bad apples.

The ones who stay in office for forever often are very good at constituent services like what happened above.

Thats kind of a skewed view. You don't lose and lose and lose until you win. What you do is start small, city council, school boards, then run to the next level, a county or perhaps state house race, then depending on where you want to go state senate, or US house, then gov or US senate. For example the current rep from Virgina 4th was in the Virginia House, Virginia Senate, and chair of Republican Party in Virginia. Of course you can lose while trying to move up, but you don't just start by aiming where you want to be.

There are exceptions, people with lots of money entering a race, or lots of previous name recognition and rocketing right to the front.
