I had exactly that in the back of my head when I wrote the question, I just always wondered what the reason was that this stuff gets through - do the censors really not get it (I assume they are not stupid), or do they assume that the listeners won't get it (or don't care), or do they simply find it harmless as long as it's not explicit? I think /u/lulz gave a good reply to this, but I'd like to know more about this stuff.

I didn't mean to imply anything about the government being more or less oppressive, but op said himself that they control content to a degree, and I was curious to how it worked.
