This is the correct answer. Is also a holdover from legacy aircraft which did experience far more interference. VHF still has quite a bit of bleed over from cellphone traffic, but its not going to cause navigational problems, just comm annoyances if the phone is near an unshelled wire (reference older aircraft). Each individual bit of equipment does need to be tested though, and the FAA is not gonna foot the bill....
