When I kept kids about 15 years ago, they came with a medicaid card to cover medical and a stipend of about $350/month (SC). We moved up to provide therapeutic foster care for more troubled kids (and was limited to a single placement) and got about $900 per month.

When I kept foster children, got a child transferred into my home from another foster home (that was being shutdown). The child had welts across his back from corporal punishment in his former home. Yes it does happen. Some people providing foster care (I am in SC) have deep fundamental religious convictions and are of the spare the rod mindset.

When I was providing foster care a few decades ago, kids who were aging out were sometimes encouraged to consider the military as a transition into adulthood (this was with relative peacetime, before the Bush wars).

If you have done reasonably well in school, there may be enough grant/scholarship money available to get at least started in college.
