Man, you hit the bureaucracy nail in the face. This is why the pentagon was buying toilet seats an hammers which were >$100. This is a system which has to be fixed, particularly if we are going to pull our asses out of debt. This is where the private sector come in, however that brings it's own set of problems...

Simple: North Korea fucks up, we confiscate their plutonium stockpiles, give it to NASA, then resume exploration.

The DPRK has a baffoon in charge, so now we play the waiting game...

I totally understand that, but I am assuming that DPRK has stockpiles of 238 which they intend on bombarding w/ neutrons to transmute into 239, since 238 is more stable and primarily gives off alpha waves. This is personal speculation, though. I have no idea as to the method that the DPRK is using to obtain fissile material.
