Deaf people do sign furiously when "yelling" or arguing.
Ever seen a deaf couple arguing while driving? They aren't looking at the road and hands aren't on the wheel most of the time, but somehow they are driving. Scariest fucking thing I have ever seen.
They actually are loud in a lot of cases also. For example: they have sex very loudly and play music at full volume because they can only feel it.
I went to Rochester Institute of Technology which includes NTIF (largest technical college in the world for deaf students). So we shared classes, dorms, and roadways with a lot of deaf students.

Not to mention that very few places actually have "bike paths". They are typically multi-use paths where it is very dangerous to ride a road bike. We have had two children injured very badly after being struck by cyclists. As a runner and a cyclist, I agree that road bikes really do belong on the road, and cyclists have just as much responsibility as drivers do to make a roads safe.
