My understanding is that there are pockets with active extreme metal scenes, along with experimental/noise that mixes traditional instruments with modern, digital harshness. South Africa had at least one hardcore punk band with releases in the late 80s, but I don't remember their name.

The 70s stuff you mentioned is pretty great! I used to follow the Voodoo Funk blog. I love his hour long mixes!
