When you cremate someone, how often do the ashes from previous customers make it into the current customer's mix?

The movie ConAir has a scene where the psycho, played by Steve Buscemi, is escorted out of the plane. He has some creepy-looking face mask on, to prevent him from trying to bite guards. The guards are only touching him with these pole-like devices that are fastened to Buscemi's corrections uniform. Do such restraints and means of escort (the poles) actually exist? If so, how frequently are these used?
