So our options are to a) hope that people with huge profit incentives don't act really selfishly in a closed room or b) let politicians decide on chemical grading? Really? What about an open process which incorporates society's greatest resource of more-or-less impartial (at least, generally not profit-motivated) intelligentsia: academics? Input from industry could still be incorporated in an open process, but there is a greater chance for bias and profiteering (which has no place in law creation) to be filtered out.
