this could and SHOULD be covered by a Judge. if the officer in question thinks that there is a sensitive issue then before that video is released it should go before a judge there are enough ways that identification could be blocked for privacy reasons as in the instance you stated of a rape interview but if the rape interview becomes a police brutality or a police intimidation charge then the video needs to be reviews OUTSIDE the police department.
