The question at hand is that would an individual want to restart their life in a place where cartel activity is still prevalent and not much opportunity. Or where cartel activity is not a question and can actually have a chance to survive and support their family?

I’m saying it’s easier for the cartel to travel around their own country than to travel to a different country.
