Hi Secretary Foxx. Something that often frustrates mayors is that, even though cities are where much of the economic growth happens, state governments control most transportation funding.

That often translates into more money for rural projects, like wider highways in the middle of nowhere, and less for things, like public transit, that matter in cities.

What can federal policymakers do about this? (And if you have recommendations, do you have any hope that the new administration will follow them?)

The point she's making is that she has expertise on the refugee problem, not Syria's internal dynamics. (As she's said above.)

I agree that this was not explained very well to anyone who doesn't have a tech background.

My understanding is that this is basically a civic hackathon. Congress relies on a bunch of janky old technology. This is a call for help from programmers, tech people, and good organizational thinkers. They want people to work on questions like:

  • How can technology make it easier for Congressmembers to collaborate with each other?
  • How can technology help us better analyze and understand constituent feedback?
  • How do Congressional rules hold back adoption of better technology in Congressional offices?
  • How can technology make it easier for the public to see and understand what's happening in Congress in real time?
