This is a bit silly. All print journals have that limitation. The only difference between Science and a more minor journal is that Science gets orders of magnitude more submissions and so the print limitation just means a huge rejection rate. These so called 'luxury' journals aren't doing anything different from other print journals like PNAS, they're just more popular. If PNAS were as popular as Cell or Nature, you would have run up against the same limitations when you were editor.

I like the idea of open access well enough, but you seem to have an axe to grind against the 'big three'. It's a two way street: they're prestigious and get many submissions cause they're selective, and they're selective cause they're prestigious and get many submissions. Singling them out from the rest of the print journal industry as if they're doing something qualitatively different is nonsensical.

According to their charity rating, 90.3% or about $45 would go to their charitable work. The balance goes to administrative and fundraising expenses, with administrative expenses accounting for 2.8% of every dollar. In my experience, that's quite good.
