Let's pretend the investigators get paid $35/hour and 8 hours of work costs the company $420 (cost + 50% for insurance/taxes/tools/etc). Maybe the investigator has to research the case for 4 hours then search on the internet for 4 hours, and then drive to 3 places to get info. So it take 4 days or $1620 of employee costs, travel etc, maybe it's $2k.
The investigator finds some 'dirt' half the time. The average value of the dirt found is $3k of decreased value but the expected value is $3k*50% = $1500.
The cost is $2k but only $1500 of expected value; so that's why they don't do it often.
If the value has 5 zeros and likelihood is >50%; they probably will. If the company has hired, unused, trained investigators available to do the investigation before the insurance regulators complain that the case isn't timely settled, that is.
