If in open source we don't want to reinvent the wheel, hiring 20 developers to work with upstream projects like libreoffice and KDE would be peanuts for EU and would greatly improve status of those projects. Is there a way to have EU somehow do this? Or this needs to be done from private sector pulling those subsides?

Don't hold me to the letter, but I think you can get in with 2-3 thousand EUR per year for tuition. The only condition is that you pay. At least it was when I was going (Croatia). Look into Vienna, Austria. International city and no 1 city for life quality in the world I don't know how many years in a row. They have more than a few programs in English for economic studies, but I'm not sure about physics... I think overall central Europe might be the best option (social countries ;)). Not only Austria and Germany, but also Czech Republic (Prague) or Slovakia (Bratislava)... If you're desperate, try ex-yu countries until BSc, then transfer for master somewhere else. I would recommend to start in EU country because transfers are handled easier if you decide to do it.

I'm assuming you're from US. You do realize that there are alternatives? People from US come to Europe to study because it is cheaper or free. Not sure if you need some permits, but yeah... That's an option.

ECB does exist, so does EBA, EIB and so on. Then you have central banks of member countries that take what ECB/EBA defined and change it.

Few other questions: What about fiscal stuff... Forgot to mention that and health insurance. There is where most of bruto/netto difference from our salaries go and some countries are extremely bad at this.

Corruption et the EC and Parliament? Are they aware that this is a thing? How do they think to improve transparency ... Because websites are not very good.

How do they look on disconnect between high politics and regular people? Overregulation like defining curvature of bananas and stuff?

Man, I've been living under a rock. Last thing I remember is that there are medication that help, but never actually cure the disease. Kinda like for aids.
