I work for my state’s agricultural department and we call our division “Fuel and Measure” which handles everything related to fuel or weights. They do normal inspections on fuel stations but we really rely on people calling in complaints. We only have a handful of inspectors that have to cover the entire state, so we’re lucky if we conduct a routine inspection on ever station once a year. But if you think a station is ripping you off, call us. We investigate every complaint. This can range from you thinking there might be water in the gas to it being incorrectly metered to price gouging. The weights side ensures that every scale used in commerce is certified and correct (everything from the small scales in the grocery store to the large scales on the interstate). And once we find that there is an infraction, the penalty can range from a monetary fine to being shut down to being arrested.

How is combat handled? Is like an RTS like Dawn of War or Total War where you spawn onto a battlefield and command your troops? Or is it more like the auto-resolve feature in Total War where you just need to make sure you have the most or strongest units?

Awesome! Never played Civ before but I'm much more inclined to try Gladius because of the 40K backdrop. Can't wait to get my hands on it.
