The more close to nature place is the better it is. If it has to be a facility then it should be a garden in a forest where's no civilization.

How big is the facility you're working in? What are the least serious illneases that come there?

But why mp3 players? They won't harm anyone with a mp3 player, especially non-violent patients.

So you can prison people even though they didn't do anything wrong? Is this a law that if a doctor says you might be dangerous you don't have a word? What about suicidial people? Can't they commit a suicide, if we think you can try then we will lock you?
