As a canadian who swims in glacier water in winter as much as summer I need to ask you what you mean by "swimmable". The only time water isn't swimmable is when it's ice. If you mean; would the average person want to swim in it? When it's cold enough you need to make sure you have a way of warming up after your dip. I've been in a situation where I didn't think about that first, and simply drying off with a towel and putting on some clothes wasn't enough, I had to start a fire; fortunately there was some wood around and I had a lighter else I think I would have lost a toe or two.
