One problem is that most EHR/EMR systems are not really designed for better patient care. At the end of the day the "medical record" is primarily used to bill insurance companies so that the provider can get paid. Thus HIT vendors spend vast resources on billing, coding, and other "compliance" features with little focus on usability and patient care and communication.

How does it work? How can you prove that some random person is not a US citizen, especially if they don't have any identification and aren't in any database?

*edit: I think I found part of my answer below: http://www.reddit.com/r/IAmA/comments/22pixq/iama_united_states_border_patrol_agent_amaa/cgp73kp. Basically you can't prove it most of the time anymore. And that could be viewed as a problem.

That is unquestionably the most racist thing I've seen or read in sometime. And it's certainly not beating around the bush about it either.
