Great answer! Thanks. I have been through a major power outage (most of the city all night) and switching the modem (rental? ya right) - same IP. But I agree, those things should make the odds of getting a new IP number higher. That's partly why I was curious.
Your ideas about the cost are reasonable. Some OSs do indeed go crazy when IP numbers are doubled on the net, good ones use arping to check.
I am more sympathetic to the cable companies on this issue now. They do not communicate this kind of thing well. They just leave the impression that they're just being jerks.

The popularity of this thread demonstrates to me that maybe TWC needs to actually do some better (i.e. honest) communicating with it's customers.
My question: My TWC "dynamic" IP address has not changed in 3 years; under what circumstances do they change? Why so much to just have a static IP?
