It's basically an elevator. The hoist can carry ore skips or cages (and little one-man cages that run in the gaps in the shaft), and cages are capable of handling 20+ people. They're called cages because they are literally giant metal cages that you stand in. Ever see a movie where someone goes down a mine? They're standing in a cage in the iconic "standing around in an elevator with headlamps" scene.
