Can you expand on how that balance is struck? How would you want to see something like the Patriot Act written in a way that strikes that balance?

Would there be any greater danger than the one who currently carries the football? I assume they would just end up being permanent staff at the White House. Serves the same purpose except using a knife instead of a latch to get the codes. Though as I type this out I realize the current aides that carry the football go home without it. Would be an interesting thing to balance out.
