The island of Taiwan is governed by the Republic of China which, like the People's Republic of China, claims authority over the whole of mainland China. There was a time when the US and UN recognized only the Taiwan based Republic of China and refused to recognize the mainland PRC. The PRC didn't bully the UN into not recognizing Taiwan as an independent state - both the PRC and ROC have been making everyone else choose who to recognize in virtue of their mutually exclusive claims to the other's defacto territory.

You go to almost any major city and their cabs have a card reader in the back
They're supposed to, they just insist that their card reader is broken or deny that they have one to save the credit card fees and/or so they can more easily cheat on their taxes
and lots of info about reporting them for violations.
Dc cabs are all required to display information about this on their windows and behind the passenger seat...but they don't, because they're shitty.

He believes that America will be a police state any time now. ( which I actually somewhat believe to a certain extent)
Thats a conspiracy theory? I thought that was part of the official platform of both the republican and democratic parties?

Why are DC cab drivers (not UberX or Uber drivers) so terribly unprofessional, prone to deliberate overcharging (such as tacking on unspecified extras on the meter not consistent with the regulations), rude and generally unpleasant? I've taken taxis in dozens of cities and the DC drivers are special.
EDIT: since this has gotten a bunch of replies, I should mention http://dccabssuck.com/knowyourrights.html (now slightly out of date) - and the redditor run law firm that has been suing DC taxi drivers for violating the regulations on a continent fee basis: http://www.taloslaw.com/know-your-d-c-taxi-rights-washington-dc-consumer-protection-lawyers/
