yep. Buck v Bell is a good Supreme Court case study on that in the United States (oh fun fact, Nazi eugenics programs were modeled after it)

Basically this woman was institutionalized and declared an imbecile and got her tubes tied so she couldn't reproduce any longer. Rationalized because they declared her straight A daughter an idiot too. The woman had been raped by her foster parent's nephew and they wanted her out of the picture. Everyone was of normal intelligence (but we don't do anything to imbeciles today anyway so its a moot point).

The Supreme Court ruled on behalf of the foster family and state, stating "three generations of idiots are enough" reaffirming the state's rights to destroy reproductive ability of someone against their will.

All other states updated their eugenics statutes to be constitutional.
