I don't think they're cynically attempting to capitalize on the incident. I find it more likely that they're true believers.

It isn't like they're going "Ha! He appears to be crying! We will use this for rolling in money!". It's probably more like "Oh my god, he's crying. We must let people know of his plight." etc. etc.

And besides, it's not like they made him cry in order to get money. So no, not "exactly the same way Raju's captors did".

Say that you’re homeless but not a drug user, not mentally ill, and on the streets through financial accident. How would someone wanting to help you be able to differentiate you from a mentally ill homeless person or a drug-using homeless person?
