As stated by OzymandiasKoK, those rules are defined by the destination country. This is known as the 6 months Passport validity rule. It is always a good idea to check the requirements of your destination country as they can be changed with little warning.

Also, when traveling overseas, it is a good idea to enroll in Step - Smart Traveler Enrollment Program. They will send you alerts and warnings in case of emergencies (i.e. natural disasters or civil unrest).

I remember reading up at some point that there are a host of problems with Israeli youth due to the constant shelling. PTSD due to heightened awareness and reactions, a host of mental diagnosis, interrupted school, can't leave the area because housing was bought at regular prices and due to rockets the value of the house is at rock bottom and will never recover.

edit: Found an article discussing the study

It is hard to find specific examples that people can relate to, but on the topic of healthcare and how it is treated in the United States, the Las Vegas shooting is a good example. Thousands of people traveled from out of town to enjoy a concert with their friends. They did nothing wrong and yet some are now facing huge hospital bills. GoFundMe accounts had to be setup, cities had to dip into separate bucket to support waivers for out of town guests caught up in the attack.

The fact is, this can happen to anyone, even in the same city. If you have an unplanned emergency, there is no guarantee that you will get treatment from somewhere In Network. The fact that in this situation you have to depend on the generosity of your friends, family, strangers, etc. to help you with the bills is awful and you can continue to face medical issues for years to come. The way healthcare is structured in this country is terrible and it is one difference between the parties that everyone should be able to relate to.
