I think there are different definitions of the term efficiently in this context. You seem to be referring to efficiently as the most people possible in the space. Others want the employees to work as efficiently as possible. Those two things are not addressed as equal priorities by most companies.

The bacteria in the beaker is a good overall illustration, but not an exact analogy for human population growth. Human population growth rates are slowing, unlike the bacteria rates in your example.
