Given that Hebrews 11:6 says

without faith it is impossible to please [God]. For whoever would draw near to God must believe that he exists and that he rewards those who seek him.

does it not seem like at minimum some explicit faith is necessary?

But merely a starting point, yes? What is an "implicit faith"? Respectfully, how does one only implicitly believe that God exists, especially if they are an atheist and explicitly believe that He does not?

A conscience which is properly formed, yes. But it would seem no Catholic could say that following a malformed conscience which says, for example, "it's morally good for me to get an abortion/have pre-marital sex/etc" is following Christ.
